Rachid Bouhmou is the founder and editor of AOEX. He publishes this site in Belgium, in a personal capacity.

AOEX is for workers, self-employed people, and small companies, not only large firms.

What AOEX is for

AOEX helps an entrepreneur see the Belgian public notices they can still answer. The open notices come from TED. The company is read from the public record of the Crossroads Bank for Enterprises. Funding calls that are still open are read from the Funding & Tenders portal. Regional aid calls that are still open are read from the SPW Recherche table and from the hub.brussels list.

How the pages are built

The score is only there to rank notices by how they fit the published facts. It does not predict a win and it does not show any chance of being awarded the contract. A fact missing from the source stays marked unknown. Turnover, staff, and prices are not filled in when TED or the CBE does not publish them.

  • CBE, the Crossroads Bank for Enterprises, for the public company record.
  • The Funding & Tenders portal, for calls that are still open.
  • CORDIS, for a published project, only when that record exists.
  • NBB, the Central Balance Sheet Office, for the filing year, the deposit date, and the official link of a published annual account, from the number already read at the CBE.
  • SPW Recherche, for aid calls still open in Wallonia.
  • hub.brussels, for calls still open published for Brussels.

What AOEX is not

  • AOEX is not a public buyer and does not award a contract.
  • The site does not give legal advice.
  • No page promises a win on a contract.
  • No grant amount, no winner, and no chance of success is shown.
  • TED contract-award notices are another reading. The winner and the payable tender amount are kept only when they are published. A framework ceiling, an estimate, an average, and a competitor list are left out.
  • The Belgian Official Gazette notice list stays empty: there is no open feed. No act and no date is added.

The site is free to consult. Reading the notices does not require an account.
