Which Belgian contracts are missing from TED notices?
Belgian contracts below the EU thresholds are published on e-Procurement, not in TED. AOEX does not receive that feed, so it does not show them.
Two places of publication
TED is the official journal for contracts above the EU thresholds. Belgian contracts below those thresholds are published on e-Procurement, the BOSA platform, at publicprocurement.be.
Someone who looks only at TED does not see the whole Belgian market. AOEX does not state a threshold amount: those amounts are in the official texts, not here.
What AOEX shows
The notices on this site come from TED. Contracts below the thresholds are not included. No open feed without credentials was confirmed for e-Procurement: machine access needs an OAuth client issued by BOSA.
AOEX does not add those notices, does not sign in to an e-Procurement workspace, and does not present such a workspace as a document already downloaded.
Where else to look
For works, a supply, or a service that may sit below the thresholds, e-Procurement still has to be checked separately. A notice missing from AOEX does not mean that no Belgian buyer published it.
This note describes public documents and how AOEX works. It is not legal advice.
