How do you read a Belgian TED notice before you reply?

Start with who is buying, what is asked, the place, and the deadline, then the criteria and the documents TED publishes. The text to follow stays the official notice.

Start with the official notice

A TED notice is a publication in the European public-procurement journal. For a buyer in Belgium, the fields for a first reading are who is buying, what is being asked for, where it takes place, and until when a reply is expected.

AOEX copies those fields to help you decide what to read. The page does not replace the notice. The text to follow is the one TED published, and the link to that notice stays on the page.

The title and the buyer

The title states the object, in the language TED published. If TED also published that title in another language, that version is shown separately and marked as a translation. The body of the notice is not rewritten.

The buyer’s name is the name in the TED field. If it is missing from the fields received, the page says so instead of inventing a name.

The place and the deadline

The place helps you see whether the works or the delivery are in the same region as the published address. The deadline is the one on the notice, with the time when the notice publishes it. When it falls within seven days, a reminder appears on the page. The deadline can be added to the calendar: Calendar on Apple, and Google Calendar otherwise, with the title, the date, and a link to the notice. No email is sent.

A date that has already passed is not presented as still answerable. If the notice publishes no date, the page says so.

The criteria and the documents

Award criteria are shown when TED publishes them, in their own wording. If they are missing, that gap is stated. The files on offer are the files TED already publishes: the notice PDF, and a specification only when the address leads directly to a file.

A document workspace that asks you to sign in is not presented as a download. The conditions for replying are then checked on the official notice.
